Citizenship gives you a reason to keep returning to your favorite town in MapleStory Classic World. Helping local residents builds Contribution, which unlocks higher grades, additional requests, and useful purchases.
Start the system while you level, then choose a milestone that matters to you: housing, a particular scroll, or a town reward. A few planned visits can fit around your training without turning every session into a separate reputation grind.
October 29 update: Nexon reduced the Contribution required for Citizenship ranks 4–10 and fixed a bug that allowed daily requests to be completed twice in one day. Use the requirements in your current Citizenship window when planning your progress.

How to Unlock Citizenship
Citizenship becomes available at level 12. Visit the clerk for the town you want to support:
| Town | Citizenship NPC | Location |
|---|---|---|
| Henesys | Arthur | Henesys Town Hall |
| Kerning City | Roxy | Kerning City Civic Center |
Follow the clerk’s registration dialogue, then check the town’s Community Board for requests. The official citizenship oath limits Contribution to one town at a time, so choose the town you want to develop first.
Before confirming a later change, read the clerk’s current terms carefully, including any switching fees and how your existing progress will be handled.
Should You Choose Henesys or Kerning City?
Compare the shops with your equipment plans. Community shop records list Overall Armor STR and DEX Lesser scrolls in Henesys, while Kerning City’s corresponding shop carries INT and LUK versions. That makes the former worth checking for strength- or dexterity-focused equipment, and the latter for intelligence- or luck-focused equipment.
Travel convenience matters too. A shop benefit is easier to use when you already return to that town for supplies or quests.
Reserve enough MapleStory Classic World mesos for your normal training expenses before budgeting for optional citizen-shop purchases. Unlocking an item does not make it an immediate priority.
How to Earn Citizenship Contribution
Complete Daily Community Board Requests
Check the board when you return to town. Its resident requests send you to a named NPC; finish the interaction with that resident rather than assuming every task turns in at the board.
The available request comes from a rotating pool. A database may list many greetings, but that does not mean they are all available to complete that day.
Make the visit part of an existing supply stop. If the resident is on your route, handle the request before leaving town again.
Prepare for the Weekly Donation
Weekly requests ask for particular monster drops. Community quest records list donations requiring 30 of the requested item, with rewards depending on the request. Check the exact name and quantity before farming or shopping.
If you need to buy missing materials, compare the expense with your current budget. Avoid draining your potion money just to finish a donation immediately. Our MapleStory Classic World Mesos Guide covers early earning and spending decisions.
Follow the Town Story Quests
Citizenship also opens local quest chains. Check for new requests as your grade and character level increase; their requirements and rewards vary.
Check each quest’s requirements before setting out. When possible, combine its objectives with your normal training route to avoid unnecessary travel.
All Citizenship Ranks and Level Requirements
There are ten grades, beginning with Traveler and ending with Citizen of Honor. Community game-data references list the following character-level requirements. You must also meet the Contribution requirement for that grade. Reaching the listed character level alone does not unlock it.
| Rank | Citizenship Grade | Minimum Character Level |
|---|---|---|
| 1 | Traveler | 12 |
| 2 | Visitor | 17 |
| 3 | Helpful Stranger | 22 |
| 4 | Recognized Guest | 27 |
| 5 | Town Resident | 32 |
| 6 | Trusted Neighbor | 37 |
| 7 | Distinguished Citizen | 42 |
| 8 | Town Patron | 47 |
| 9 | Guardian of the Village | 52 |
| 10 | Citizen of Honor | 57 |
Contribution requirements changed on October 29. Nexon’s announcement confirms the reduction for ranks 4–10 but does not publish the replacement amounts. Older beta and launch charts should not be used to calculate your remaining grind. Check the live requirement before planning material purchases or estimating completion time.
Citizenship Rewards Worth Planning Around
Eligible Town Discounts
Officially listed benefits include discounts on cab travel, Storage Keeper services, and some general-store purchases, alongside specialty-shop access.
Town Resident Requests
At Town Resident, rank 5, community quest records list additional leader greetings: Chief Stan and Athena Pierce in Henesys, and Chun Ji and Dark Lord in Kerning City. Check the board for the available request once you qualify.
Scrolls and Resident Chairs
Shop records list several practical milestones:
- Rank 3 — Helpful Stranger: Earring Crit. Damage Scroll: Lesser in Henesys; Earring Evasion Scroll: Lesser in Kerning City.
- Rank 5 — Town Resident: Topwear and Bottomwear DEF Lesser scrolls.
- Rank 7 — Distinguished Citizen: Overall-stat Lesser scrolls, with different stats offered by each town.
- Rank 9 — Guardian of the Village: Gloves Attack and Gloves Magic Attack Lesser scrolls.
Community shop records list the town’s Resident’s Chair as available to purchase at Distinguished Citizen (rank 7). It is not a free promotion reward, so check the current shop price before buying.
For equipment, consider how long you expect to keep the item you want to improve. Spending heavily on a temporary piece can delay a more useful upgrade.
Citizen of Honor Earrings
The final town story chains are associated with Henesys Earrings or Kerning City Earrings. Treat these as quest-completion goals after qualifying for Citizen of Honor, rather than assuming rank 10 automatically puts earrings in your inventory.
How Citizenship Unlocks Housing
Visitor (rank 2) or higher makes you eligible to purchase a home with mesos. Speak to Bianca in Henesys or Scarlett in Kerning City. You can own one home at a time, and housing is shared by characters on the same account.
Reaching Visitor unlocks the option to buy a home; you do not have to purchase one immediately.
Before buying materials for decorations, review our MapleStory Classic World Crafting Guide. Compare the available recipe with buying a finished item, and prepare materials for a specific project.
A Practical Citizenship Routine
Use your next town visit to complete a short checklist:
- Read the current Community Board requests.
- Finish the available resident greeting.
- Check whether you already have the weekly donation materials.
- Look for newly available town quests.
- Review your next grade and one reward you actually want.
Keep leveling alongside this routine. If a character-level requirement is holding you back, return to training instead of spending more mesos on materials you cannot use for your immediate goal.
Citizenship FAQ
Do I Need Both Character Levels and Contribution to Rank Up?
Yes. You must meet both the character-level and Contribution requirements for the next Citizenship grade. Check your progress before planning your next promotion.
Are Citizen Shop Unlocks Free Rewards?
Shop unlocks give you access to purchases. Check the price separately from the grade requirement, and distinguish those purchases from rewards granted by completed quests.
Which Rank Should I Aim for First?
Visitor is a sensible first goal if you want a home. Otherwise, pick the next grade that opens a useful quest or purchase for your character. You can build toward Citizen of Honor gradually while continuing your normal progression.
